National Project for Public Health Training and Leadership Development



THE HOMELAND SECURITY INITIATIVE-- In response to President Bush's homeland security initiative announcement on November 8, 2001, the Corporation for National and Community Service (CNCS) focused its priorites on three major areas: (1) public safety; (2) public health; and (3) disaster mitigation and preparedness.


PUBLIC HEALTH DEVELOPMENT INTERNATIONAL'S PUBLIC HEALTH TRAINING PRIORITIES

Public Health Development International, Inc., in support of the CNCS priority setting initiatives created the Public Health and Medical Science College Project (PHMSCP), a national project for public health training and leadership development, beginning in the summer of 2003. PHMSCP is designed to develop a population of young Americans capable of volunteering in community service environments that support these important national priority areas.

Project Description: Public Health and Medical Science College Project

The Public Health and Medical Science College Project (College Project)is a 16-day educational and internship program that brings students from cities around the U.S. together to learn, analyze, evaluate, and create public health policy papers and strategic planning documents, to address contemporary public health issues related to public safety, public health, and diaster mitigation and preparedness.


PURPOSE
The College Project introduces high school and college students to the practice and the profession of medicine and public health, as part of their preparation to college and leadership role in public health.

Students are expected to participate in the College Project (PHMSCP) during the summer.

Approximately, 50% of the entering class will be offered placement into the National Public Health Preparatory Program for High School and College Students (HSCS), which is a yearlong program that provides exceptional students the opportunity to learn intermediate and advanced public health concepts and practices of public health, preventive medicine, and research.

College Project students that are accepted into the NPHPP may become part of the International Public Health and Medical Congress (IPHMC), if they qualify.

International Public Health and Medical Congress (IPHMC)
The International Public Health and Medical Congress (IPHMC) is a multi-national group of public health and healthcare professionals that join with outstanding student leaders, who have displayed academic excellence, extracurricular involvement, and leadership potential in the field of public health to evaluate public health and medical policy issues.

IPHMC students have an incredible opportunity to share, discuss, and debate public health and medical issues that affect the worlds youth in national and international conferences. IPHMC students also write Op/Ed articles, synopsis articles, feature articles, and mini-plays to inform and educate the young adult population about major public health and medical issues that affect their communities.


PUBLIC HEALTH & MEDICINE: STUDENT OPPORTUNITIES
Students accepted to the Public Health & Medical Sciences College Project will participate in the following:

(1) Intensive Medical and Public Health Sciences Institute
(2) Medical Internship with Clinical Rotations
(3) Public Health Care, Practice and Policy Internship
(4) Research Training Institute on Clinical, Public Health Research,and Scientific Laboratory Research


Intensive Medical and Public Health Sciences Institute

Intensive Medical and Public Health Sciences Institute is an educational institute known as the Public Health Institute (PHI), which is divided into three 8-hour workshops & seminars.

The Public Health Institute presents didactic and intermediate level public health and medical concepts (epidemiology, environmental health sciences, biostatistics, reproductive health, maternal and child health, international health, health policy, infectious disease, chronic disease, population dynamics, health education, disease prevention and health promotion, and nutrition) and special seminars on Post-September 11th Public Health Issues.



PHI also presents material on special topics in the medical sciences (pharmacology, pathology, pathophysiology) in public health impacted areas including: internal medicine, geriatrics, emergency medicine, pediatrics, oncology, surgery, otolaryngology, pathology, and dermatology - medicine, dentistry, and nursing care.

Medical Internship: Clinical Rotations/Hospitals

Medical Internship: Clinical Rotations/Hospitals is a practical portion of the College Project that provides a mini-internship experience in: Emergency Medicine, Hospital Epidemiology, Pediatrics, Surgery, Oncology, HIV/AIDS, Infectious Disease, Otolaryngology, Pathology, Dermatology and Internal Medicine.



Each exposure is supplemented by a public health journal review and discussion on the area of exposure, daily.


At the completion of each day, the students (after reviewing contemporary supplemental journal material) are expected to evaluate the medical environment against an emergency response scenario (example, an outbreak of Anthrax infection in a large city (5,000,000).



Problem-Based Learning


Each day one students are asked Problem-Based Learning (PBL) questions designed to integrate medical/clinical sciences with public health and population-based emergency concepts. An example of these a PBL scenario and questions,


SCENARIO -- National Emergency Response data has been provided to the Govenor of this state. Data indicates that there has been a confirmed reporting of vaccine-resistant smallpox. There are conflicting reports on whether this is due to terrorist activities or simply natural evolution of the microorganism. CDC Epidemiologist indicate that this is a rapidly spreading microorganism that will infect a population of 50,000 in 72 hours. The state's largest hospital must prepare to receive 20,000 patients within the next 72 hours, which is approximately 278 patients per hour. This hospital is located in the largest city in the state, near the state capital. The hospital is a teaching hospital that has 2500 beds.<

QUESTIONS:
Now that you have had a short internship in Emergency Medicine, How do you think the E.R., would have to adapt its services to respond to the increase of patients?
How would Dermatology have to prepare for new dermatological incidences?
What current methods would work?
What current methods might be a problem?



Public Health Care, Practice and Policy Internship

Public Health Care, Practice and Policy Internship is a public health practical experience that exposes students to public health dentistry, public health nursing, health policy, and international health.


On the final day of the Public Health Care Internship students are expected to work on a group project in which they are required to draft a health policy plan on medical public health-emergency response to the U.S. Congress and/or U.S. Senate

Research Training Institute on Clinical, Public Health and Scientific Laboratory Research

Research Training Institute on Clinical, Public Health, and Scientific Laboratory Research -is an all-day seminar style experience that allows students to learn fundamental concepts of public health research, clinical research, and laboratory research.


Student Project

Students will be able to formulate research topics that evaluate the development of public health and medical interface research projects to address post-9/11 public health and emergency response issues.

Students will learn the process of how drugs and vaccines are developed from the laboratory to the human subject and the process used to evaluate the use of medical services and preventive medicine using drug and vaccines in public health research.

Application Submission Period: On-going (Rolling Admissions)

The Public Health and Medical Science College Project is an internship and educational program. The internship (portion of the program) is unpaid.

There is no Application Fee. Students are required to pay for their books, materials and related training expenses including textbooks, workbooks, scrubs, medical attire, certification and medical equipment, and housing.

Public Health Development International: A Pipeline to Public Health Leadership

Several public service programs exist in the U.S. to support public health initiatives (AmeriCorps, USA Freedom Corps, Peace Corps, Learn and Serve America, and the National Senior Service Corps).

Unique Features

The unique feature of the Public Health Development International, Inc. programs is that our projects, programs, and initiatives develop a fundamental or core knowledge of concepts in public health in every student, then we test each student to insure a moderate level of proficiency, train students on research methods (laboratory, clinical, and behavioral) and methods of understanding complex professionals journals, and essential elements of professional practice. After each student is educated and proficient, students apply that lecture-based knowledge to practical internship and apprecticeship programs. After completing both classical and practical learning experiences, PHD International, Inc. students are well-trained for the highest level of public health volunteer service.
